I just hose mine off, then into the kettle for 10-15 min. before the end of the boil.

Have you tested your water after filtering? Try distilled water with salt additions.

Take or send your beer to some BJCP judges for further evaluation to help pinpoint the off-flavor....a second opinion is helpful. This will validate your findings and eliminate a lot of other variables.

Ethanol or fusel alcohols can be mitigated as has been discussed...if that is indeed the problem.

Maybe ill use straight tap water next time. Before I had a filter I never had an issue

If you do that, use campden tablets or some other method to de-chlorinate it.

Do you need to change the filter?  I know mine needs to be changed annually.

That's very good water from a brewing point of view. Low alkalinity and overall low mineral content. Most of the ions we are interested are listed on page 2. Generally these water quality reports are useless, but this one isn't.

Not sure if someone else said this, but could it be carbonation levels in the finished beer?  Sounds more like a water issue though.

Not a Carb issue. Flavor develops in carboy

I agree with majorvices.  A taste test is not a quality test.  You have to go get a chlorine test to tell for sure.  Also how hard is your water?  Soft water will give off flavors as well.  You could try conditioning salts in your mash and lauder.
