Is malt powder fermentable?

Ingredients are: wheat flour and barley extracts, milk, soy lecithin, salt, and sodium bicarbonate.
Maybe it would work in a milk stout?

I'm sure there's at least some stuff in there that's fermentable, but if it has actual milk as an ingredient, don't use it in a beer.
