Louisiana homebrew bill HB1484, to allow homebrew for club meetings, competitions, and events at pubs, breweries, and other licensed facilities, was signed by Governor Jindal July 6.  Congrats to all of the Louisiana homebrewers and everyone else who contributed to make that happen this year. 

Yep, a big thank you to all of the La. homebrewers who were involved, the bill sponsors, the ATC and wholesalers for their input, and to Gary for all of his help.  It was a lot of work, but the pay-off is worth it.

It is not technically illegal since we have a 1944 State Supreme Court ruling protecting homebrewers.  There is actually no language in the current alcohol control law addressing homebrewing.  This bill is designed to more clearly define our rights.

HB503 has been filed in Louisiana.  La. residents should contact Rep. Cedric Richmond (504)242-4198 who is the chair of the Judiciary Commitee to let him know that we would like to see this bill read at the Committee's earliest meeting, and that we support moving the bill on to a full floor vote.

Legislation dealing with homebrewing beer has been introduced.  As in every state, the La. Alcohol and Tobacco Control Law states that you cannot manufacture or distribute alcohol without a license or paying taxes.  However, most states have language listing homebrewing up to a certain level (usually the federally approved level) as an exception.  Unfortunately, the Louisiana law has no such exception.  Our only protection has been a State Supreme Court case from 1944 that overturned a conviction dealing with 4 bottles of homebrew.

HB503 ( has been filed and this bill makes homebrewing explicitly legal up to 100 gallons for a single adult or 200 gallons per year for a two adult household.  This bill also makes it legal to transport and serve homebrewed beer up to certain levels at festivals, conferences, competitions, club meetings, and even just going to a friend’s house.  We feel that this legislation is vital to create an environment where the hobby can grow in this state.

The legislative session begins on Monday, March 29th, and the bill has been assigned to the Judiciary Committee.  What we need to do now is to let the members of the Committee know that residents of the state feel that this bill is important and should be read by the Committee and approved for a full House vote.   To do this, we all need to contact the Judiciary Committee chair, Rep. Cedric Richmond, and recommend that HB503 be added to the Committee agenda at their earliest meeting.  Of secondary importance, contacting other members of the Committee will also be helpful by letting them know that we support this bill.  Phone calls to the Representatives’ secretary during normal business hours are most effective.  The phone calls are quick and easy, and should include a statement in your own words mentioning that you would like to see the bill on the agenda at the Committee’s earliest meeting and that you support approval of the bill for a floor vote.  I will keep everyone updated about our progress as well as when to contact their representatives for the next step.

It is up to us to help move HB503 through the process, so please take a few minutes to place these calls and encourage anyone who you think would be supportive to do the same.  Out of state calls are not effective, so let’s limit this to voters in Louisiana.

Also in our sights: Oklahoma, Michigan (to allow homebrew to be served at events at breweries), and potentially Louisiana.

Louisiana is doing better than just a "potentially" ;).
I have a House sponsor for the bill and the support of the Beer League of Louisiana (wholesalers) and the ATC Commissioner.  The bill to make homebrewing expressly legal (no wording for exemptions in current law), allow transport and tasting at organized events, and to allow serving homebrew at licensed establishments is currently being drafted.  The only concern from the ATC is that allowing for entry fees into events where homebrew is served must be carefully worded to state that the homebrewers receive none of the funds.  He also wants event permits for events where homebrew will be served so that they can be aware of it.  Both are minor issues in my opinion and will require careful wording by the people who do that kind of thing.  The bill should be drafted by the end of next week and filed shortly after that.  I will keep everyone updated about when to contact your reps and the committee members who will be reviewing the bill.  Let's keep the momentum moving.

Where do you get your tubes at?
I'm a Ph.D. student in microbiology, so I get them at work.  I buy office supplies for the lab in exchange for tubes/glassware/etc.

I also maintain the yeast bank for my club.  I have 25 strains on slants and also in glycerol stocks in a -80C freezer.  I am in the process of working out trades with other yeast ranchers to increase the selection (let me know if you are interested), and whenever a club member buys a strain that we don't have I take a sample.  I use 2ml screw cap tubes for my slants, so my 25 strains with 2 slants of each all fits in a little 6"x6" box in the fridge. 
When someone in the club wants to use a strain they have a choice of just taking a slant (after I pull a little from it to innoculate a replacement slant) to grow up a starter on their own, or I will step it up to pitching volume for them and they will cover the cost of the DME.  It hasn't been too popular so far, but I just started offering the service to the club and I think that it will be used more in the near future.
