Using standard home canning procedures, I put up 12 quarts of starter wort made from spraymalt. I won't go into the process here, because the last time I did I was hit with far too many posts about not following USDA guidelines and poisoning people.

That being said, I see no reason to make starter wort with any other method than a cup of light DME per quart (3lb DME in 3.5 gallons of water  to account for trub losses). You're making starter wort, not beer. The only purpose of a starter wort is to grow yeast.

Can it in mason jars, or freeze it. It's up to you.

Let's take care of the bottle bomb issue first. Release the pressure on your bottles, both plastic and glass. I'll bet if you look at the caps on your glass bottles, they are bulging. Not good.

Has anyone ever seen anyone use one of these to ferment? Biodiesel is just Ethanol, so it should be made out of a material that won't leech. And it is probably airtight. Has anyone ever seen someone use on of these for fermenting?

I am thinking of getting one to use for making Cider.
I don't see why it wouldn't work. But in the end, a fermenter ain't nothing but a bucket. 140 shekels is too much to pay for a bucket.

Yes, I think balancing with more unfermentables is a good solution. I'll give some thought to 32oz of frozen concentrate as opposed to 16 or 24.

And just a touch of hops as a preservative.

Rice hulls add bulk, and when mashing "gummy" grains like wheat and rye it can help prevent a stuck sparge. Rice hulls will in no way harm your beer, so add them.if you want
