My lager starter (WY2782 Staro-Prague) spent 3 weeks on the stir plate before I decided to take it off and chill it in the fridge tonight.  Is the 3-week duration on the stir plate a bad thing for the yeast?

Hard to call, but it would have been best to pull off when done and at least refrigerate it.

At the very least, I'd add some wort and test it's viability. Also, use your nose.

This seems contrary to a previous thread that starters are horrible beer.

Starters are horrible beers and taste horribly, but with practice you can tell whether the yeast there is good or not.
My guess would be that they are unhappy right now. Crash and feed into a new starter.

Life got in the way, so to speak.  I'll chill it, decant, and repitch into another starter when it looks like I can rebrew.  Got a move coming up so brewing is out for awhile.
