Kai's right, flow rate will depend on the stone, and you can't measure the flow rate, or your flow rate measurement is meaningless, if it's pushing O2 through a stone.
I don't know what kind of stone Wyeast used to come up with that figure, but i've always received prompt replies when I've emailed Wyeast directly.
The solubility of O2 into wort depends on gravity and temperature as well, so I don't think you can easily target 10ppm of O2 without verifying with a dissolved O2 meter.
