I wonder just how effective a file size limit would be.  For instance, the coconut tree above is under 30K.

That one loads quickly for me. Some of the ones over at B3 never load. Personally, I'm not dead set one way or another. A lot of forums have file size limits on their avatars, some don't allow animated gifs.

The "let the user decide" thing is fine, I'm on Safari and I'll have to poke around to see what options I have.

I think you have to do it with a plugin or addon. I can't find any info about how to disable them.

Yup, you have to use something like PithHelmet. Or temporarily disable images in the "Develop" menu. (Which is activated in the "Advanced" tab in Preferences.)

Just a note that it looks like most of the Safari plugins use SIMBL so - sadly - are no joy for Safari users on Windows.  I realize this isn't the key market for Safari but it would be nice to have something similar to PithHelmet or SafariStand.  Firefox + plugins being available across the various platforms I use is so convenient.

Another option here is to turn off avatars and signatures in your profile.

There are checkboxes for both under the profile link for "Layout and Look Preferences"

Other forums limit the file size to 100KB for animated gif's, which is pretty small in the scheme of things. However, depending on the composition/complexity (number of frames) and size of the gif and some other factors, getting under has been challenging for me.
