I did an APA along these lines, with 1oz zythos @FWH, 1/2 oz each of Zythos, Cascade, and Citra at both 5 and 0 with a 30 minute hopstand. I used my standard 70% 2-row 30% munich, mash at 156. It was one of my favorite APA's, but it really needed a dry-hop addition. Unfortunately I was too busy to throw some hops in (it spent 4 weeks in primary, and then right into a keg, where it sat for 2 weeks before I could drink it).
If I were to make this into an IPA, I would drop the munich down to 15-20%, and maybe add a bit of sugar to dry it out some more. Obviously I would also add more hops.
