Flaked Oats - Protein Rest Necessary?

Just curious what the general consensus is out there.  If using flaked oats, is a protein rest necessary?  I also understand that you don't want oats comprising more than 30% of the grist.  Is this correct?  Do folks tend to use rice hulls if a substantial portion of the grist is comprised of flaked oats?

I've never used or felt like I needed a protein rest with flaked oats.

Thanks for that, but I've never found any problems associated with not doing a p rest with them.

I use a pound of flaked oats per 5 gallon batch (which is just under 9% of the grist) in my oatmeal stout without doing a protein rest, and it turns out great.
