Yeah, the IBUs are high, for sure. With these whirlpool recipes that have no IBUs coming from late hop additions, it is deceiving looking to see that many IBUs up front. But especially steeping at 175F on down, there are little to no perceptible IBUs picked up there. So effectively, a recipe like this doesn't come across much different than a recipe where you added 50 IBU up front and got several more IBU from 20,15, 10, 5 minute additions. Having said all that, there's no harm in bumping the 60 minute additions down a tad.
