So, is this bad?

Hey guys, I'm a bit of a noob, so please forgive my ignorance, but is this bad? It doesn't smell bad or anything, but is this a bad sign or just sediment? This is also my first all grain batch. This is after 4 weeks of fermenting, and currently sitting at about 1.012. Any help is much appreciated. Thank you. Pic is in the link below.

That's just yeast colonies on the surface. Your beer is done. Get it carbonated and drink it!

This is the first gravity I've taken after fermenting. Should I wait a couple more days to see if it's unchanged before bottling? Also, I still see bubbles coming to the surface.

If you want to be 100% safe, "yes", but I can tell from looking at it that it is completely done. If it has been in that same bucket for 4 weeks it isn't going to drop any lower. If it were me, I'd just go ahead and bottle.
