Keg Dip Tube/ Water Test

A couple of other questions on my new precious keg...

-When cleaning the keg out (filling up with water and PBW), does the dip tube automatically fill and get cleaned out? Would I need to add gas to get the inside of the posts cleaned? The retailer mentioned not to really worry about taking them off to clean.

-Whilst I wait for my beer to finish, can I fill the keg with water to test out the gas lines, picnic faucet, etc?

Surely someone has carbonated water before.

I use a pump based keg cleaner, before that I would disassemble the keg and soak the parts inside. The dip tube sticks out a bit

You need to pump out some starsan after the pbw. PBW is only a cleanser - to have the keg sanitized you need to pump starsan out of the keg. It'll have the diptube, fittings and faucet beer ready.

Ever so often I take my kegs completely apart and soak the parts in hot PBW.  Mostly I just soak the PBW directly in the keg with a good hot rinse followed by starsan or iodophor for sanitizing.

I fill the keg completely with hot PBW and depress the dip tube poppets with the back of a screw bit.  A little liquid squirts out and I know they've filled up.  I usually soak for an hour.

You know I read that on the instructions and it didn't work for whatever reason. The keg was nearly filled and I tried pressing down both poppets. Should I have only pushed down one?
