Bugs bad or no?

So today I was watering my plants( I have two Nugget hop plants and A Willamette) and I noticed these little black bugs on my Willamette. All of my plants are in half barrel potters because I don't have an affirmative spot for them and the nugget plants looked fine. After doing some research I know they are not aphids or spider mites which I know are very bad for any plant. They almost look like little winged ants so I was curious if they are bad for my hops and if so how should I go about getting rid of them? Any input would helpful.
