Newbie has Bottling Issue

Due to unexpected long trip, my ale was left in secondary fermenter waaaay to long.  Has completely stopped producing gas.  Airlock is sitting on bottom and has been for at least a week while I tried to figure out what to do.  Will there be enough live yeast to carbonate if I add bottling sugar as normal?  If not, is there an alternative to throwing the batch down the drain?

Don't dump it!

how long has it been there? Taste it before you bottle too to check for serious off flavors. If there are none I would just bottle it.

Stayed at 70 or under the entire time.

If it's been in secondary a month it's fine. Bottle as normal. No reason to expect anything is wrong.
