Quick Carbonation Question

I'm having a brain freeze...I was force carbing   and am going to set the PSI back down to 11 or so this morning.

Do I bleed this pressure off before turning down the pressure? I seem to remember you have to do this to get an accurate PSI reading on the gauge.

Bleed off after turning down. Otherwise pressure will fill back in.

Here is what I do.
1. Turn knob to zero pressure.
2. Bleed off from keg.
3. Raise back to new set point.
