Liqueur Potion Clarification

Hey folks...

I am brewing the Christmas Ale from Mosher's, Radical Brewing and have a few questions with respect to the liqueur potion.

The recipe says, "Spices added to liqueur potion, 12.5 oz. (370mL) of this mixture added at bottling:

250mL Creme de Cacao
600mL Orange Curacao
50mL Benedictine
0.25 tsp black pepper
1.0 tsp vanilla extract...
...and so on.


I am a bit confused on this step. Does this imply that I concoct this entire mixture and draw off ONLY 370 mL to add to the bottling bucket?
Or, would the liqueur potion be considered the secondary that I add these spices too? Or, perhaps does it mean something entirely different?
