If you're setting to 14 psi and it's chilled for a month and still no carbonation then you likely have a leak. Have you checked your lines/keg for leaks?Sent from my Pixel using Tapatalk
14 psi is fine at 45° F, if you beer is colder, it will be over. 5 feet is also a bit shot IMO. I use about 10 feet. First pour is a bit foamy as the warmer beer is pushed out, second pour is solid.
