Opened keg and was all foam

My bears have been all foamy no matter what I do. I have it set to 14 psi and it's not really carbonated and it's been a month. I have 5 feet of 3/16 line.

What I found odd was that when I decided to open the keg thinking it was empty, it wasn't and it was filled with foam to the top with maybe 2 glasses of beer left. How do I solve this?

If you're setting to 14 psi and it's chilled for a month and still no carbonation then you likely have a leak.  Have you checked your lines/keg for leaks?

It is carbonated but not to the level I like. Always it's all foam when poured in glass and in the keg.

That sounds overcarbonated.  14 psi is a tad on the high side.  How long and what ID is your draft line?

14 psi is fine at 45° F, if you beer is colder, it will be over. 5 feet is also a bit shot IMO. I use about 10 feet. First pour is a bit foamy as the warmer beer is pushed out, second pour is solid.

Im going to pick up more line, but what about the keg? It seemed odd it was filled with foam to the top when opened, or is that normal?

Only idea is over carbed and and rapid decompression. Your regulator could be wonky.
