Is my brand new CO2 tank empty or Taprite regulator faulty?

Hello all, first post here on this website and new to kegging. Hope you can help me out.
I bought a new 5 lb CO2 tank and new regulator though, for some reason the gaz will not come out. All connection was tightened with wrench. No leaks or whatever.
I filmed the short video and included the link in the below so I wish you can take a look and give me a feedback if you can. Again, those are brand new products directly from a retailer. Thank you very much for your precious time.

I hate to be Mr. Obvious, but it looks like the tank's empty. When you buy new CO2 tanks they usually are. They don't ship them with flammable/combustible gas in them. Are you sure you purchased a full one?

The high pressure gauge says 0, so it is empty (Gague on the left).
The tare weight is stamped in the cylinder. Take off the regulator and weigh it.

I agree that it was probably shipped empty.

Thanks both of you for your reply. Well, then that's my fault. I thought that those tanks were full when purchased new. I shouldn't have assumed so though. This is where I bought the tank, and it doesn't tell to fill before use. Thanks again for your feedback. Much appreciated.
