Cat Pee pungency from boil additions versus late?

I don’t love the cat pee pungency you get when you use too much of certain hops, like Citra. But I like the taste and smell when used less.  I was wondering if anyone knows if you get that pungency from “Too much“ of those  hops in the boil addition specifically, or whirlpool/DryHop specifically?
I am a great believer in luck, and I find the harder I work, the more I have of it.

Yes, I find that I get more of that when I add them towards the end of the boil, but nowhere near as much, if at all, when I do all of my additions post-boil. Basically, I FWH for bittering, and then do a whirlpool and keg hop addition for flavor and aroma.
