Calling all Kansas Homebrew Competition Organizers.

Let me introduce myself.  My name is Ryan and I am the Event Chair for Bike Brew Q (bikebrewq.com) a CBE in Great Bend, KS. We are on our third year and are looking to add a homebrew expo to our event. I emailed ABC about how to legally run a homebrew competition in our event. I received the following.

"Regarding homebrew competition, No tastings or samples can be provided to the general public.  It cannot be sold, and only Judges who are personally invited to the event can sample/taste the homebrew."

However, I know that these events have been run in the state where ticket holders judged the beer as well as brewery staff. Can someone shed some light on how they run their Homebrew portion and comply with the law?
