I guess the question is "work for what?"

I’ve had a wallflower beer that was under hopped do to a miscalculation I blame on a loose nut between the chair and keyboard. To salvage the beer I placed an oz of whole hops in a quart mason jar and poured boiling water over them. I let them stand an hour, then separated the hops from the tea, and added the tea to the beer. The tea was a VERY bitter beautiful golden color. Like I say it salvaged the beer and it actually turned out pretty good.

I don't know about the same, but you will get IBUs.
