Low IBU hops ...

If you reduce boil time for hops, will it reduce bitterness. Or is it better to use low IBU hops
I prefer aroma over bitterness ..any hints ?

If you are targeting aroma, add your hopes later in the boil.  The longer you boil hops the more aroma boils off and you only get bitterness.  Add you bittering charge early (at 60 minutes for many beers) and hold your aroma charge until the last 10 minutes or less.

You can use low IBU hops too but it is still best to add them late if you want to preserve the aroma characteristics.

You can also dry hop to get aroma and some other flavors you lose in the boil.

You can also add hops at flame out for more aroma. You can add hops to the whirlpool. You can add hops after chilling to 170-180F, halt the chiller flow, dump the hops in and steep or stir//whirlpool. Dry hop as said by Paul. Or a combination of those.

Yes, reducing boil time will reduce bitterness.  My last NEIPA I boiled my bittering hops for only 15 minutes, then proceeded with 3 more hop additions and a dry hop in the fementer.  Results; lots of flavor and aroma, very little bitterness.
Far better to dare mighty things....
