I'm brewing my first batch - a chocolate milk stout.  All activity had ceased after two weeks in the secondary fermentor so I added the cocao nib/vodka mixture.  The fermentation became active again and now, two weeks later, there is one bubble/minute coming through the air lock.  My instructions imply that by this time I should be bottling.

Is it common for some fermentation to be going after all this time?  Is one bubble/minute too much activity to bottle?

Bubbles don't necessarily fermentation.  In your case it's very likely dissolved CO2 coming out of solution.

A stout after two weeks in a secondary?  I'd bottle it.
Check you gravity but you're most likely where you need to be.

   I won't bottle until gravity checks show no change for at least 2 days. In all probability you're done, but it's far better to be sure you're done than it is to deal with a couple cases of bottle bombs!
