If I'm using fresh, high-quality yeast, do I need a starter? If so, tips, please. Thank you.

Depends? It's all relative.
If you have fresh yeast and it is the appropriate quantity for you batch size, you definitely do not need a starter. It would be more helpful if you could describe the specifics of your situation.
