anyone know how to make a ball valve handle tighter

im having a issue with my ball valve on/off handle being super loose and it wont seal. i took it apart to make sure the 2 white nylon gaskets are sandwiching the ball which they are, after reassembling it and tighting it with 2 wrenches the on/off handle is still super loose and literally a gust of wind can open it, is it shot?

Sounds like it's either worn out or defective. They're cheap enough that I'd just replace it.

The valve seats are directional. Make sure you have the concave sides against the ball.
