Received new packets of US-05 yeast.
Package reads -  Range = 53.6 to 77 (Ideally 59 to 71.6)

Am I correct in saying something changed ?

I’d guess their marketing changed to reflect current brewing trends. Giving the benefit of the doubt I’m sure they’ve performed fermentation/sensory studies that backup these claims.

They finally got the packaging updated to reflect the advice they've been giving for several years.
