Usually the packaging date is 6 months prior to the "best if used by date".

I would use both packages and then harvest the slurry and re-pitch or build new starters from the slurry for subsequent batches.

Only second time using liquid yeast, not creating a starter.
I would rather pitch two to be on the safe side, if necessary.

How old is the yeast ?
Is one pouch enough for 4.5 - 5 Gallons, est ABV 4.5 - 5%,  @ 64 F ?

Clarifying, that is my standard operating procedure, as well, so I would agree with Denny - one Wyeast smack pack is sufficient.  However, if the second pouch is just going to sit there unused, then pitch it in.  If you will be using the second pouch before the "best by" date, then I would go with just one pouch at this point (it is as fresh as I have seen with a December packaging date....)  Generally, I repitch, so I don't use much yeast just once.

Air lock activity started within 24 hours, no foam monster yet.

I don’t think you had a problem, so don’t worry much about finding the solution.  Yeast replicates quickly enough that the single pitch batch might finish nearly as fast as an overpitched batch.  I doubt that pitch rate had much to do with krausen  thickness.  If it turns out good, you will have your answer!

It was a vittles vault I originally bought for Belgian beers.  I left the top off for 4 days I think, and just put a grain bag mesh over the top to keep anything big out.

I'm not saying this is necessary but they often aerate DURING fermentation with these yeasts.  If you aren't pleased with the beer, it's something to consider.
