forgot to add flavoring hops

First off let me say I am new to homebrewing.  I am only working on my second batch. I am doing a Rogue Dead Guy clone and realized after transferring the wort to the fermentation bucket, that I forgot to add one of the packets of flavoring hops. Can I just add the hops when I transfer to the secondary and hopefully save my brew? If so, do I add them dry or boil them in some water first?

You don't need to boil them.  The problem is, though, "flavor" hops are usually in the boil for 30 to 10 minutes or so and adding them now will make them "aroma" hops.  Beer might not have as much hop flavor, might be slightly less bitter, but should have awesome hop aroma.  Won't be the exact beer but it'll still be beer.

+1 to what hokerer said.  Don't stress about it.  Add them as dry hops after fermentation is complete.  You may not end up with exactly what you were shooting for but everything else being equal it'll still be a good beer.

Thanks for the advice.  I'm glad the batch won't be ruined. I don't really care that it tastes like the original as much as it just tasting good to where I will enjoy drinking it.

As was already stated, It will be good if you just add them as a dry hop when primary fermentation is complete.
