I put my first beer in a keg today and I noticed on my second hand regulator that there was a little hole under the pressure screw that seemed to be leaking a bit when I adjusted the pressure. What is this, is it normal or will I soon have an empty tank?

If it's the same thing I'm thinking about it bleeds off pressure when an adjustment is made but as Tom said a pic would help.

I think you answered my question about bleeding off pressure. The "leak" stops when I don't change the pressure.  Not sure how to post a picture so let's assume all is good.

When you dial the pressure down the gauge lags behind the actual pressure - is that what you're talking about?  I've found it best to turn it down below where I want it, then turn it up to the pressure I want.  It seems to register fine when turning it up.  Oh, and cold gauges take longer to normalize, someone posted something about that a while back.
