I thought they released this in December, are they doing it more often now?

I think it is just December. I assume this is some place holding back a keg so they can be the only place to have it on? That is a popular practice in KC. Places even do it with Hopslam, Majaraja and the like.

If the average person in the beer industry today knew half as much about beer as they did about hype...

I have no idea if it is now a year round or not. The Birch in Norfolk tends to get odd brews I've never seen anywhere else and they had a keg so I went for it. IME smoke tends to diminish over time and this was certainly not diminished.

FWIW - The Birch doesn't hold back kegs, they haven't been opened long enough to be holding back.
