Citra NEDIPA Comments?

Trying to recreate an imperial NEIPA from Slice Brewing in Loomis CA.  I've played around with NEIPAs and would appreciate your thoughts on this recipe I pieced together.

13 lbs Pale Malt (2 Row)
1 lbs   Carafoam    
1 lbs   Oats, Flaked    
1 lbs   Wheat, Flaked   
1 lbs   White Wheat Malt

3.00 ml   Hop Shot [61.10 %] (CO2 Extract) - Boil 60.0 min
0.65 oz   Citra [12.00 %] - Boil 10.0 min-

1.00 tsp   Yeast Nutrient (Boil 10 minutes)

1.50 oz   Citra [12.00 %] - Steep/Whirlpool 10.0 min, 180.0 F
   
1.0 pkg   Juice (Imperial Yeast #A38)   

4.00 oz   Citra [12.00 %] - 1.0 Days Into Primary for 4.0 Days   
6.00 oz   Citra [12.00 %] - 4.0 Days Into Primary for 9.0 Days

Mash @ 153

Est Original Gravity: 1.090 SG
Est Final Gravity: 1.023 SG
Estimated Alcohol by Vol: 9.0 %
Bitterness: 31.5 IBUs
Est Color: 4.8 SRM

I'd skip the Carafoam.  You have plenty of head from all the wheat and oats.  Maybe some sucrose for ABV instead?

Overall the recipe looks good but the dry hopping schedule suggests that this will be in the fermenter for 13 days. I think this beer would be best packaged as soon as its done fermenting which would likely be quite a bit less.

I'm curious what the oats contribute in this recipe. I don't notice much of a difference when they are omitted.

Citra hops are amazing, and they are used a lot in my brewery. I think they are enhanced in a NEIPA when coupled with either Mosaic or Galaxy. If you are using Citra for a single hop beer, then you should be pleased with the outcome.
